One of the goals of RGMVP is to maximise the advantage that the CIPs can receive from existing public or private services or facilities. This is achieved through the convergence strategy which aims to ensure effective people’s participation with optimal resource utilisation by forming formal/informal associations with institutions and programmes working in related areas. The institution building process also seeks to link the RGMVP social capital to existing structures of service delivery and poverty reduction that have been put into place by the government and other non-governmental agencies. For instance, healthcare issues of the poor are addressed through tie-ups with Rajiv Arogya Yojna which has 16 Block-level health care centres, or Rajiv Gandhi Sachal Seva which provides mobile healthcare through 16 vans in the area, or the Sanjay Gandhi Hospital and IGEH&RCs at Munshiganj and Lucknow, or by encouraging government workers such as the Anganwadi worker or the Accredited Social Health Activist (ASHA) to use the SGH meetings as a platform to disseminate information. RGMVP also uses its convergence approach to bring the benefits of the several programmes initiated under the Government of India’s National Rural Health Mission (NRHM) to members of SHGs. For instance, women are made aware of the financial benefits offered by the Janani Suraksha Yojana, a component of NRHM, for institutional deliveries.

Convergence in the livelihood enhancement area has resulted in RGMVP organising women to purchase cattle and mulching animals to produce milk around specific locations where the National Diary Development Board (NDDB) has set up its 95 bulk milk coolers (BMCs) in the area. Each BMC has the capacity to process 2,000 litres of milk daily.

Thus the RGMVP adopts a holistic strategy towards not just poverty reduction but also improvement of living standards and overall human development. The CIPs serve to channelise efforts towards democratising service delivery, ensuring receipt of entitlements and making governance more accountable.
